What video format does Tivo use and can it be converted to a dvd playable on any tv?

I would like to make a dvd for my mom of certain programming I recorded on my Tivo - specifically news programs interviewing a family member. I don't know how to do this or what kind of converter to purchase, or even what the output format should be...Ntsc, mpeg 2? Any help would be appreciated.
